About this opportunity
The Department of the Interior Fish and Wildlife Service seeks supply, delivery, and stockpiling of approximately 900 tons of limestone gravel to Deep Fork National Wildlife Refuge in Okmulgee, Oklahoma, with quotes due August 7 and delivery required by October 9, 2026. This is a Total Small Business set-aside, firm-fixed price procurement.
Place of performance is 21680 HWY 75, Okmulgee, OK 74447. The material specification comprises 600 tons of 1.5" limestone crusher run and 300 tons of No. 57-2" limestone clean aggregate, both conforming to State Department of Transportation Standard Specifications for Road and Bridge Construction. Material must be free of clay, organic matter, debris, asphalt, brick, concrete, and other deleterious substances. Contractor activities are limited to refuge operating hours (7:00 a.m. to 3:30 p.m., Monday through Friday) and must comply with OSHA Safety and Health Standards. Delivery must occur within 10 calendar days of requested date, with at least 14 calendar days written notice required beforehand. The contractor must provide price per ton including all labor, equipment, materials, weighing, testing, transportation, overhead, profit, and taxes. Material weighing on certified scales is mandatory, with weight tickets accompanying each load. Rejected material must be removed and replaced within five calendar days at no additional cost.
Contract period runs August 13 through October 9, 2026. NAICS code 212312 (Crushed and Broken Limestone Mining and Quarrying); PSC 5610 (Mineral Construction Materials, Bulk). Evaluation uses a Best Value trade-off approach: technical acceptability (pass/fail, requiring supplier commitment verification), past performance (three similar-work examples), and price. Technical acceptability and past performance are significantly more important than price for determining acceptability; price becomes the determining factor once acceptable proposals are identified. Offerors must submit supplier commitment letters certifying availability of 900 tons and specification compliance, product data sheets, and daily load capacity with lead time estimates.
