About this opportunity
The United States Forest Service Pacific Northwest Research Station is seeking to replace the intrusion detection system at the Olympia Forestry Sciences Laboratory in Olympia, Washington, due to repeated false alarm issues that prompted a violation notice from local police. The project requires installing a new alarm system covering multiple buildings including the main building, maintenance building, pump house, warehouse, enclosed government parking area, and research planting area, with specific requirements to monitor 19 doors, install new glass break sensors, remove in-room motion detectors, and install six new arm/disarm keypad panels. Contractors must be registered or licensed with a municipality as intrusion detection installers and ensure all personnel are recognized professionals in commercial system installation. The evaluation will be based on past performance and price, with vendors required to submit no more than five past performance references from similar projects completed within the past three years. However, Amendment 0002 issued on September 29, 2025, has canceled this solicitation in its entirety, rendering all previously established deadlines moot.
This procurement was designated as a total small business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million. The project includes an estimated performance period of 60 days after receipt of order, with work to be performed at the Olympia Forestry Sciences Laboratory located at 3625 93rd Avenue SW, Olympia, WA 98502. Key technical specifications include reusing existing low voltage wire where in good condition, connecting to existing off-site monitoring services, replacing alarm speakers, and utilizing existing beam sensors in the secured vehicle parking area. The solicitation included comprehensive documentation such as alarm drawings, wage determinations, and an asbestos abatement report from 2012 identifying various asbestos-containing materials throughout the facility that contractors would need to consider during installation work. No incumbent contractor or specific award values were mentioned in the solicitation materials.
