About this opportunity

The Department of Homeland Security's Customs and Border Protection (CBP) Office of Field Operations is seeking a weapons firing range and training facility located within 40 miles of Houston's Seaport Office. The desired facility must be available Monday through Friday from 0600 to 1600, excluding major holidays, and meet all federal, state, and local health, safety, and environmental requirements. The facility must include 8-10 firing lanes capable of M4 qualifications, a classroom for 12 students, a "shoot house" for active shooter training, and proper ventilation and lead containment systems. Proposals must include a three-page technical submission demonstrating understanding of requirements, past performance information with three references, and a completed pricing sheet. Evaluation will be conducted on a best value, trade-off basis, with questions due by February 14, 2025, at 5:00 PM EST and quotes due by February 20, 2025, at 11:00 AM EST.

This procurement is a total small business set-aside with a firm-fixed-price contract structure, featuring a base year from March 1, 2025, to February 28, 2026, and four additional one-year option periods extending through February 28, 2030. While no incumbent contractor is specifically identified, the contract will cover comprehensive firing range services for CBP's Houston Field Office, including range access, training facilities, and associated support infrastructure. The contract will require the selected vendor to provide a facility that can accommodate CBP training needs, including tactical training, equipment cleaning areas, and meeting stringent safety and environmental standards. The facility must be equipped to support M4 qualifications and provide appropriate spaces for classroom and defensive tactics training. Though specific budget details are not explicitly stated, vendors will be required to complete a detailed pricing sheet that will factor into the best value evaluation.
