About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting office refurbishment services, specifically office furniture removal and installation combined with painting work. The government intends to conduct oral solicitations with three vendors who attended a mandatory site visit scheduled by the requesting office. The Federal Acquisition Regulation (FAR) provisions cited indicate the contracting officer is relying on oral solicitation procedures under FAR 12.203(a) and 5.101(a)(2)(ii), which permit oral solicitations for requirements up to $350,000 when deemed more efficient than electronic procurement methods. Evaluation criteria will likely focus on the contractor's demonstrated capability and experience, evidenced through the site visit attendance and any oral presentations. The pre-solicitation notice was posted on March 9, 2026, with a due date of March 10, 2026, indicating an expedited timeline for this procurement.

This contract opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities. No incumbent contractors or current contract holders are identified in this notice. The estimated government price for the requirement falls within the $20,000 to $350,000 range, with the ceiling limited to $350,000 under the oral solicitation authority cited. The procurement utilizes NAICS code 238390 (Other Building Finishing Contractors) and PSC code N099 (Installation of Equipment—Miscellaneous), positioning it for general contractors with office renovation and construction capabilities. The compressed timeline from posting to due date suggests the government has pre-planned this acquisition with selected vendors and is moving rapidly to award.

Notice text

Office Furniture removal and installation, and painting.

The Government intents is to solicit to three (3) vendors that attended a site visit scheduled by the requesting office.

FAR 12.203(a) makes it clear that there is a ceiling of $350,000.00 (SAT) for oral solicitations. FAR 5.101(a)(2)(ii) makes it clear it is not needed to solicit when oral solicitations are used. Based on how the GAO interpreted both provisions in Matter of Phoenix Env’t Design, Inc., B-422950 (Dec 10. 2024), it is indeed possible that oral solicitations could potentially be used in acquisitions where the IGE was between $20,000.00 and $350,000.00, as, they indicated that 5.101(a)(2)(ii) overrode 5.101’s general rule requiring that the Contracting Officer is to post for all requirements above $20,000.00.

An oral solicitation for a requirement in the $20,000.00 to $350,000.00 range depends on if the Contracting Officer can satisfy the requirement of FAR 13.106-1(c)(1)(ii) that oral solicitation is “more efficient” than using electronic means.
