About this opportunity
UNICOR (Federal Prison Industries) seeks office furniture systems and components for manufacturing, with proposals due September 28 at 2:00 p.m. EST and questions due September 11 at 2:00 p.m. This is a five-year firm fixed-price IDIQ contract with a $10,000 guaranteed minimum and $150 million not-to-exceed ceiling, awarded on a multiple-award basis.
Place of performance includes four UNICOR manufacturing facilities: Ashland, Kentucky; Coleman, Florida; Forrest City, Arkansas; and Milan, Michigan. Delivery is FOB destination to those facilities within 14 calendar days of order receipt, with expedited "Go Back" items available within 7 days. Quantity variation of plus or minus 10 percent is permitted.
The procurement covers modular panel systems, standard panel systems, movable demountable walls, acoustic/noise-reducing panels, benching and low panel systems, privacy screens, aesthetic specialty finish panels, monolithic panel systems, work surfaces, storage components, and miscellaneous office enhancements. Products must include completed bills of materials with vendor part numbers, 3D renderings, ANSI/BIFMA testing reports, GREENGUARD and ISO 9001 certifications (or SCS Indoor Air Quality certification in lieu of GREENGUARD), warranty documentation of 10–15 years, and pricing with optional early-payment discounts. Contractors must provide country-of-origin information and Certificates of Origin for non-U.S. manufactured parts per Trade Agreement Clause requirements. The NAICS code is 337211, Wood Office Furniture Manufacturing, with a small business size standard of 1,000 employees maximum.
Amendment A0002 (effective September 24) removed Domestic Content Superiority as a separate evaluation criterion and revised evaluation factors to: Technical (Pass/Fail), Past Performance, ISO Certification, GREENGUARD Certification, BIFMA Certification, and Price. Domestic content—products manufactured in the United States with 100 percent domestic components—receives highest rating but is now integrated into technical evaluation. The amendment clarifies pricing must be submitted only on the provided Excel spreadsheet with supporting Bill of Materials tabs; samples and NCIC forms are not required; and vendors may propose alternative lead times with potential scoring impact. Pricing includes freight charges. The procurement applies Buy American requirements.
All offerors must register on SAM.gov, complete the Business Management Questionnaire with three to five relevant references for same or similar items, and acknowledge all amendments. Proposals must be submitted electronically via email as zip files to Supervisory Contract Specialist Peyton Perry (peyton.perry@usdoj.edu) and Contract Specialist Brent Ponder (brent.ponder@usdoj.gov).
