About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) at Joint Base San Antonio is issuing a Request for Information for Offensive Cyber Depot Operations & Sustainment planning purposes, with RFI closing on May 20, 2026.

This is a follow-on procurement under incumbent contract FA8307-22-F-0030. The Government anticipates a cost-reimbursement contract structure under the Multiple Award Schedule (MAS) vehicle, though the specific fee type (CPFF, CPIF, or CPAF) remains unfinalzed in the draft RFP. No preferred IDIQ has been identified; offerors may recommend existing DoD-accessible vehicles, or the Government will establish a standalone contract if needed. Small business determination is pending; if the acquisition proceeds unrestricted, large business offerors must submit a Small Business Subcontracting Plan.

Performance occurs at government facilities at JBSA-Lackland and Port San Antonio. The contractor will operate an accredited, contractor-staffed Sensitive Compartmented Information Facility (SCIF) in the San Antonio metropolitan area with workstations for at least 12 employees, following ICD 705 and DoDM 5105.21-M-1 standards. The contractor serves as Site Information System Security Officer under a government Information System Security Manager, maintaining one authorization boundary with an active ATO (expiration February 2028) spanning three separate physical locations.

All contractor personnel require TS/SCI eligibility; some positions require Special Access eligibility. Required staffing includes Network Specialists, System Engineers, System Administrators, Help Desk Support, Configuration Manager, Test Engineer, and Information System Security Manager roles. The requirement covers Tier 1, 2, and 3 technical support, hardware and software repair and maintenance, Risk Management Framework compliance, DISA STIG security scans and continuous monitoring, 24/7 Help Desk services, technical documentation, and unclassified Test and Integration server space with internet connectivity. Expertise in Microsoft Server 2022, Red Hat Enterprise Linux, VMware/vSphere/ESXi, Microsoft Windows 11 Enterprise, and networking equipment is required.

The Government targets contract award by December 2026. Interested vendors must submit a capability statement (maximum 5 pages excluding title page) and Rough Order of Magnitude to Capt Charles Craig at charles.craig.2@us.af.mil within ten business days of publication. Updated question deadline is May 5, 2026. Question and answer responses were posted May 14, 2026.
