About this opportunity

The Department of the Navy Naval Air Systems Command (NAVAIR) is seeking a sole-source procurement for OEM repair and calibration of two Keysight E8257D Signal Generators. The solicitation (N0042125Q1091) is specifically targeted to Keysight Technologies as the original equipment manufacturer, due to their exclusive authorization to repair and calibrate these specialized units. The procurement will be conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13, with a firm fixed-price contract structure. Potential offerors must be registered in the System for Award Management (SAM) database prior to submission, and the solicitation is not a competitive procurement. The critical deadline for this opportunity is April 15, 2025, with interested parties required to contact Donna Owens at donna.m.owens24.civ@us.navy.mil for further information.

The contract opportunity is not designated as a small business set-aside and will be performed at the Naval Calibration Laboratory in Patuxent River, Maryland. The specific units requiring repair have serial numbers SG51110436 and SG51110297, with delivery required by June 2, 2025. Keysight Technologies will be responsible for providing a 90-day warranty, calibration certificate, and calibration sticker for each signal generator. While no specific award value is detailed, the procurement covers one job and two shipping units, with early delivery acceptable. The contract falls under NAICS Category 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, and PSC Category J066 for Maintenance/Repair/Rebuild of Instruments and Laboratory Equipment. The Navy will process payment through the Wide Area Workflow system after material receipt and inspection, and the procurement is tax exempt.

Solicitation N0042125Q1091is issued as a synopsis/solicitation.  This action will be conducted under Federal Acquisition Regulation (FAR) Part 12 and Part 13.

The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order as a Sole Source to Keysight Technologies.  Keysight Technologies is the original equipment manufacturer (OEM) of the equipment and is the only OEM authorized to repair and/or calibrate these units. Repair and/or calibration is required because we lack the ability to repair and/or calibrate these units in-house. These units need repair and calibration due to damaged parts.

Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract.  This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. Solicitation

No terms will be incorporated into any price quote and/or order accepted by the Government unless otherwise agreed to by all parties in writing. Any and all terms and conditions contained in any price quote and/or order that violate any Federal laws, statutes, and regulations, including but not limited to, the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) are void and will have no effect. The applicable Federal laws, statutes, and regulations, including, but not limited to, the FAR and DFARS will govern instead.

The Government intends to award this on a sole source basis.  This notice of intent is not a request for competitive quotes.  A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.  Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.  The Government will not pay for any information received.
