About this opportunity
Fleet Logistics Center Puget Sound seeks repair and upgrade of ComNav Marine Harbor Tug Autopilot systems on four U.S. Navy Valiant-Class Harbor Tugs, with proposals due July 22, 2026. This is a brand-name, OEM-restricted procurement under FAR 12.102 limited to ComNav Marine Ltd. and its authorized dealers; competition is precluded outside this pool because ComNav Marine holds exclusive proprietary technical data, source code, and engineering expertise required for system integration and upgrades.
Place of performance is Commander Fleet Activities Yokosuka, Japan. The procurement covers procurement and installation of four ComNav P4 Autopilot system components (replacing existing control heads and azimuth drive interfaces), on-site labor for removal and installation with full system testing and compass calibration to accuracy within +/- 2 degrees, training for up to five vessel operators covering operation, alarm interpretation, troubleshooting, and preventive maintenance, and documentation including operating and installation manuals, wiring modification drawings, and final calibration reports. Performance runs from July 27 through November 30, 2026, with two working days allocated per vessel. All parts must be genuine, traceable to the manufacturer, and accompanied by manufacturer warranties; quoters must include an authorized-dealer letter from ComNav Marine Ltd.
The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC is H320. Evaluation criteria are technical capability including delivery date, past performance, and price, in no relative order of importance. Solicitation Amendment 1, posted July 21, 2026, clarifies that the onboard magnetic compass is a Dirigo P-58 6" magnetic card compass with compensating spheres and that no prior calibration records are available. Award is anticipated approximately two weeks after solicitation closing.
