About this opportunity

The Naval Research Laboratory (NRL) is seeking a contractor to provide dual access to licensed information content on the OCLC platform and on NRL’s TOPREDO platform. The contractor will also provide NRL with an administrative account to compile usage statistics and other metrics, quarterly reports detailing all titles being provided, additional customized reports upon request, and an updated “title-level” price list annually. The contract will be awarded to OCLC as a sole source contract in accordance with FAR 6.302-1.

List of products and services to be provided:

  1. Dual access to licensed information content on the OCLC platform and on NRL’s TOPREDO platform.
  2. An administrative account to compile usage statistics and other metrics.
  3. Quarterly reports detailing all titles being provided.
  4. Additional customized reports upon request.
  5. An updated “title-level” price list annually.

Notice text

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with OCLC in accordance with FAR 6.302-1 for the award of OCLC Online Library Subscription. This is the annual subscription to which OCLC holds the copyright to the information. These are intellectual property rights which can only be provided by OCLC.

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
