SPECIFICATIONS
OCLC Online Subscription for the Naval Research Laboratory’s Ruth H. Hooker Research Library
I. BACKGROUND INFORMATION
The Ruth H. Hooker Research Library in Washington DC is part of the Naval Research Laboratory (NRL), the U. S. Navy’s corporate laboratory. The Ruth H. Hooker Library acquires and preserves scientific and technical literature, across multiple scientific and engineering disciplines, from publishers, professional societies and research institutes around the world. The Library’s Information Resources and Services Unit builds the NRL modern scientific technical literature collection, including electronic subscriptions to journals, books, standards, proceedings, reports and other research materials.
II. OBJECTIVES
The purpose of this contract is to provide dual access to licensed information content on the OCLC platform and on NRL’s TOPREDO platform. Access to OCLC’ content allows NRL scientists, and engineers to obtain information essential to the support of NRL’s R&D missions.
III. SERVICES
A. Products
1. OCLC shall provide all products in accordance with the price quote, which is hereby incorporated into this contract by reference.
B. Specific Requirements
1. The contractor shall provide NRL access to the electronic version of subscribed OCLC Online Library content through its web interface and provide electronic files to upload onto TORPEDO. Access will be cumulative for articles published in the journals since the first year a journal or proceedings became available on OCLC Online Library platform and includes any previous investments.
III. REPORTING REQUIREMENTS AND DELIVERABLES
1. Contractor shall provide an administrative account to NRL that allows Library staff to compile usage statistics and other metrics.
2. A quarterly report detailing all titles being provided through this contract shall be provided. This report should include the title, ISSN, eISSN, publisher format, publishing status, journal title URL and any status related comments. Reports will be forwarded in a spreadsheet format (i.e. Microsoft Excel)

3. Contractor will supply additional customized reports upon request from NRL including denial of service reports as well as detailed usage statistics. The contractor will forward customized reports to the Library in a spreadsheet format (i.e. Microsoft Excel).
4. Contractor shall provide an updated “title-level” price list annually, by 1
September.
