About this opportunity

The U.S. Department of Agriculture, Agricultural Research Service (ARS) has issued a notice of intent to award a sole source contract to The Longest Student Health Center at Mississippi State University for Occupational Medical Surveillance Program (OMSP) services. The procurement involves comprehensive medical surveillance services for USDA-ARS employees who are potentially exposed to workplace hazards, including blood assays, chest x-rays, audiometry, pulmonary function spirometry, and other occupational health evaluations mandated by OSHA. The services are designed to identify employee exposure to harmful agents, provide early detection of adverse health effects, and make medical recommendations regarding worker placement, accommodation, and exposure controls. The sole source justification is based on FAR 13.106-1(b)(1)(i), citing that only one source is reasonably available due to the provider's proximity (10 miles from the location) and capability to meet all required services within a two-hour driving distance. Vendors believing they can provide these services have until September 18, 2025, to submit substantiating documentation, though this notice is informational only and not a request for proposals.

This procurement does not utilize any set-aside designations and is classified under NAICS code 621111 (Offices of Physicians) and PSC code Q533 (Occupational & Public Health Services). The incumbent contractor is The Longest Student Health Center at Mississippi State University, which was selected after market research found no alternative providers willing to support all aspects of the OMSP services within reasonable distance. The contract has an estimated performance period from September 30, 2025, through January 31, 2026, representing a four-month duration. The estimated award date is September 29, 2025, indicating an urgent timeline for contract execution. While specific contract values are not disclosed in the documentation, the procurement falls under simplified acquisition procedures given the single source justification authority cited.
