About this opportunity
The Department of the Interior's Interior Business Center is soliciting proposals for On-Call Unmanned Aircraft Systems (UAS) non-emergency resource flight services to support public safety and resource management operations across the contiguous 48 states. The procurement seeks multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for UAS services including survey and mapping, video, LiDAR, thermal operations, and reconnaissance activities over a five-year ordering period from September 15, 2025, through September 14, 2030. Contractors must provide at least two UAS platforms with specific capabilities including fixed or VTOL unmanned aircraft systems, stabilized dual sensor gimbals with electro-optical and infrared capabilities, and FAA Part 107 certified pilots. The evaluation will be based on technical capability, past performance, and pricing, with non-price factors weighted more heavily than price. Following recent amendments, the solicitation deadline has been extended to July 21, 2025 at 1:00 PM Eastern Time after being temporarily suspended to address requirement changes.
This opportunity is designated as a total small business set-aside under NAICS code 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing Services) with a size standard of $45.5 million. The maximum shared contract ceiling value is $7.5 million over the five-year ordering period, with each contract carrying a minimum guarantee of $500. Contractors must be registered in the System for Award Management (SAM.gov) and capable of operating UAS in various airspace classes throughout the contiguous lower 48 states. The procurement structure allows for multiple awards, enabling the government to distribute task orders among qualified contractors based on specific mission requirements. Performance will span five years with contractors required to maintain readiness for on-call deployment to support DOI's aviation services needs across diverse geographic locations and operational scenarios.
