About this opportunity

The National Highway Traffic Safety Administration (NHTSA), a civilian agency within the Department of Transportation, has issued a Special Notice regarding the obligation of funds to the Vehicle Electronic Systems Safety (VESS) Research Support Contract. This notice is directly related to the Bipartisan Infrastructure Law (BIL), which mandated additional vehicle safety research activities. The BIL authorized increased funding for NHTSA to conduct research in critical areas of motor vehicle safety and consumer information. The Special Notice specifically addresses the expansion of the VESS contract's shared ceiling to $110 million, supporting research activities through fiscal year 2025. The funding will enable NHTSA to enhance research across multiple vehicle safety and electronics domains.

The primary objective of this Special Notice is to support comprehensive vehicle safety research in seven key areas, including controlled-environment evaluation facilities, virtual environment simulation, vehicle component testing, field operational tests, safety impact assessments, cybersecurity, and vehicle safety communications. The research will focus on critical safety technologies such as automatic emergency braking, illegal school bus passing prevention, automatic engine shutoff systems, crash avoidance technology, driver distraction mitigation, headlamp improvements, and advanced impaired driving technology. The contract period of performance remains unchanged, set to expire in March 2026. While the notice does not explicitly state specific contractor eligibility criteria, it suggests that potential contractors should have expertise in automotive safety research, advanced driving systems, and vehicle electronics. The increased funding represents a significant opportunity for contractors with specialized capabilities in developing and assessing cutting-edge vehicle safety technologies and systems.

Notice text

BIL, also known as the “Infrastructure Investments and Jobs Act” (IIJA), P.L. 117-58, mandated that NHTSA undertake motor vehicle safety and consumer information related activities that require NHTSA to perform additional vehicle safety research prior to their implementation. Additional research is needed in the areas of automatic emergency braking, illegal passing of school buses, automatic engine shutoff systems, crash avoidance technology, driver distraction, headlamps, and advanced impaired driving technology.
BIL authorized additional funding for NHTSA vehicle safety research generally, resulting in increased activity in a number of vehicle electronics research areas. These BIL funds will support increased research and development activities in Automatic Driving Systems (ADS), Advanced Driving Assistance Systems (ADAS), and motor vehicle cybersecurity.
