About this opportunity
The Department of Labor's Office of the Assistant Secretary for Administration and Management is issuing a Request for Information (RFI) to identify vendors capable of developing healthcare building cost models and providing quarterly cost updates. The primary services being procured include identifying representative healthcare building projects in each of the four major Census regions (Northeast, South, Midwest, and West), developing four detailed regional cost models based on these projects, and establishing a methodology for quarterly updates to material, labor, and installation costs. Key qualifications include demonstrated experience with healthcare building construction cost modeling, the ability to analyze and rate construction plans and specifications, and access to reliable pricing data sources for ongoing quarterly updates. The Government will evaluate responses as either "Relevant" or "Irrelevant" based on applicability to these objectives, with relevant respondents potentially invited to present their approach and products to a Government panel of Subject Matter Experts. Critical deadlines include March 19, 2026 at 10:00 AM EST for submission of questions and March 23, 2026 at 10:00 AM EST for RFI responses, which must be submitted via email to DeCarlo Coleman at coleman.decarlo@dol.gov and not exceed 30 pages in Microsoft Word format with Times New Roman 11- or 12-point font.
This is a market research RFI with no set-aside designation, meaning the Government reserves the right to conduct full and open competition or potentially set the requirement aside for small businesses in future solicitations. No incumbent contractor or current contract information is identified in the notice. No budget range or award value is disclosed in the RFI, as this is a preliminary information-gathering effort rather than a formal solicitation. The requirement encompasses developing four regional models and implementing a sustainable quarterly update process, though specific timelines for model completion and the duration of the quarterly update commitment are not detailed in the pre-solicitation notice. Interested vendors should submit responses demonstrating their company background, relevant service experience, business classification, capability to deliver all required services, past performance on similar projects with references, and the sources and scope of their pricing data for quarterly cost updates.
Notice text
The purpose of this RFI is to gather information about potential vendors who can perform the services described in the scope below. If your firm can provide Healthcare Building Construction model and cost data, please respond to this RFI with a rough order of magnitude for market research purposes. The primary objectives are:
1. Identify a specific project (one for each of the four major Census regions) that best reflects the “average” or typical Healthcare building project within that region relative to size, and any other characteristic deemed relevant as demonstrated by data gathered for the specified time frame. BLS will provide plans and specs to the vendor for up to five preselected projects for each of the four Census regions separately on a flow basis. Vendor will need to rate the plans and specs provided for quality to develop a model based on the quality and detail provided in the plans and specs to be able to develop a cost model for the building. BLS will finalize the model selection for each Census region based on the vendor’s ratings.
2. Develop four detailed regional Healthcare building cost models. Each model shall reflect the known characteristics of the project selected as the “average” for the region.
3. Develop and implement a methodology to update the material, labor, and installation costs for the four regional models on a quarterly basis.
Responses to this RFI will be reviewed by DOL for their applicability to the Government’s need and determined to be “Relevant” or “Irrelevant” to the above problem. Offerors of “Relevant” responses may be requested to demonstrate their approach and/or product to a Government panel of Subject Matter Experts to help DOL determine the best approach.
