About this file

This is a Request for Information (RFI) and Sources Sought Notice issued by the Department of Labor's Office of Salary and Position Evaluation (OSPE) for New Healthcare Building Model Development and Cost Updates. The Government is seeking market research information only and does not intend to award a contract based on this RFI or pay for information received. Responses are voluntary and not part of an actual solicitation.

The primary objectives are to identify one representative healthcare building project in each of the four major Census regions (Northeast, South, Midwest, and West) that reflects typical projects within those regions, develop four detailed regional healthcare building cost models based on these projects, and establish a methodology for quarterly updates to material, labor, and installation costs. Additional requirements include assisting the Bureau of Labor Statistics (BLS) on an as-needed basis to understand model composition and evaluate future updates due to significant changes in construction practices, and delivering ongoing quarterly cost updates for all four regional models. Responses must address six questionnaire items covering company description, historical service experience, business type classification, capability to provide all required services, past performance on similar efforts with references, and the source and scope of pricing data for quarterly updates. RFI responses are due by 10:00 AM EST on Monday, March 23, 2026, submitted via email to DeCarlo Coleman at coleman.decarlo@dol.gov. Questions must be submitted by 10:00 AM EST on March 19, 2026. Responses should not exceed 30 pages in Microsoft Word format with Times New Roman 11- or 12-point font and one-inch margins. The Government reserves the right to set this requirement aside for small businesses or conduct full and open competition with possible multiple awards.

Department of Labor - OSPE Request for Information (RFI)/Sources Sought Notice

New Healthcare Building Model Development and Cost Updates

SPECIAL NOTICE: SOURCES SOUGHT & REQUEST FOR INFORMATION (RFI). THIS IS NOT A REQUEST FOR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests to include an invite to further explain/demonstrate aspects of their proposed approach. Requests for a solicitation will not receive a response. Information provided in response to this RFI is submitted voluntarily and is not being requested as part of a solicitation for actual pricing.

PURPOSE OF RFI:

The purpose of this RFI is to gather information about potential vendors who can perform the services described in the scope below. If your firm can provide Healthcare Building Construction model and cost data, please respond to this RFI with a rough order of magnitude for market research purposes. The primary objectives are:

1. Identify a specific project (one for each of the four major Census regions) that best reflects the “average” or typical Healthcare building project within that region relative to size, and any other characteristic deemed relevant as demonstrated by data gathered for the specified time frame. BLS will provide plans and specs to the vendor for up to five preselected projects for each of the four Census regions separately on a flow basis. Vendor will need to rate the plans and specs provided for quality to develop a model based on the quality and detail provided in the plans and specs to be able to develop a cost model for the building. BLS will finalize the model selection for each Census region based on the vendor’s ratings.

2. Develop four detailed regional Healthcare building cost models. Each model shall reflect the known characteristics of the project selected as the “average” for the region.

3. Develop and implement a methodology to update the material, labor, and installation costs for the four regional models on a quarterly basis.

Responses to this RFI will be reviewed by DOL for their applicability to the Government’s need and determined to be “Relevant” or “Irrelevant” to the above problem. Offerors of “Relevant” responses may be requested to demonstrate their approach and/or product to a Government panel of Subject Matter Experts to help DOL determine the best approach.

BACKGROUND:

BLS began the nonresidential building construction initiative to develop output price indexes for the nonresidential building construction sector of the U.S. economy in the late 1990s. This initiative requires the BLS to purchase data and services on the US nonresidential building construction.

SCOPE

Data and services required include everything necessary to re-specify the current BLS Healthcare building models for the four major Census regions (Northeast, South, Midwest, and West) and maintain continuous calculation of BLS indexes.

This work specifically includes:

1. Development of four (1 per major Census region) new Healthcare building cost models that reflect the current marketplace trends.

2. Development of a methodology to update the material and installation costs in the four regional Healthcare building models on a quarterly basis reflecting market price movement within each of the regions. This methodology shall also allow BLS to select up to four assemblies (as defined in Attachment B) in each region for which specific research will be performed by the vendor.

3. Aid BLS on an ‘as needed’ basis to understand the make-up of the Healthcare building cost models and to evaluate any future updates to the models due to significant changes in ‘typical’ construction practices.

4. Delivery of ongoing quarterly cost updates for each of the four regional Healthcare building cost models.
