About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) has issued a Special Notice announcing its intent to sole source a contract to Pacific Scientific Energetic Material Co. for Ordnance Assessment (OA) testing of Tomahawk Electric Detonators. Specifically, the notice pertains to testing forty-two fleet-returned detonator units from Raytheon and PacSci with specific part numbers. The contract will be awarded on a noncompetitive basis under Federal Acquisition Regulation (FAR) 13.106(b), which allows solicitation from a single source. The procurement is categorized under NAICS code 541380 for Testing Laboratories and Services, with an H214 Product Service Code for Guided Missile Equipment and Materials Testing. The total contract will be a firm fixed-price arrangement, conducted in accordance with 10 U.S.C. 2304(c)(1) authority.
Interested contractors must demonstrate clear and convincing evidence that competition would be advantageous to the government if they wish to challenge the sole-source determination. To participate, vendors must be registered in the System for Award Management (SAM) and submit their statements, quotes, and capabilities via email to Tammy Kershner by May 28, 2025, at 10:00 AM EST. The testing will involve comprehensive non-destructive, environmental, and functional assessments of the detonator units, including radiographic inspections, bridgewire resistance checks, insulation resistance testing, dielectric strength verification, thermal transient tests, and functional evaluations at varying temperatures. The government will provide the test units as Government Furnished Material (GFM), and the testing will be conducted at Pacific Scientific Energetic Materials Co. in Hollister, California. Contractors should note that this is a notice of intent, not a request for quotes, and any responses will be evaluated solely to determine potential competitive procurement alternatives.
