About this opportunity
The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), a component of the Department of the Navy Naval Sea Systems Command, has issued a Special Notice of Intent to Sole Source a firm fixed price contract. The notice pertains to Operational Assessment (OA) Testing of specific delay initiators for F-16 aircraft, specifically DODICs MT57, MT58, and MT65. The intended sole source contractor is Chemring Energetic Devices (CAGE: 93455), which the government believes is the only known source capable of meeting their requirements. This procurement action will be conducted under FAR 13.106(b) for solicitation from a single source, utilizing the North American Industry Classification System (NAICS) code 541330 for Engineering Services. The contract will be awarded on a noncompetitive basis pursuant to the authority of 10 U.S.C. 2304(c)(1).
The primary objective of this Special Notice is to provide an opportunity for interested parties to demonstrate their capability to perform the required testing services and potentially challenge the sole source determination. Contractors wishing to respond must submit clear and convincing evidence that competition would be advantageous to the government by March 5, 2025, at 10 AM EST. All interested vendors must be registered in the System for Award Management (SAM) and submit their statements, quotes, and capabilities via email to James Ludwick at james.e.ludwick2.civ@us.navy.mil. The testing involves approximately 107 units of delay initiators, requiring non-destructive and ballistic/functional assessments within 120 days of receiving government-furnished materials. Responses will be considered solely to determine whether a competitive procurement is warranted, with the final determination remaining exclusively within the government's discretion. The government will not be responsible for any costs incurred by vendors in preparing their responses, and oral communications are not acceptable.
