About this opportunity
The Department of the Interior Fish and Wildlife Service seeks design and fabrication of interpretive signage for Montezuma National Wildlife Refuge near Seneca Falls, New York, with responses due September 9, 2026 at 12:00 PM Eastern Time. This is a Total Small Business set-aside procurement.
Place of performance is Seneca Falls, New York. The scope comprises two projects: Project 1 requires thirteen wayside interpretive panels (six at 24" × 36" portrait and seven at 36" × 24" landscape) with anticipated completion in November 2026; Project 2 requires four wayside panels (three at 24" × 36" portrait and one at 36" × 24" landscape) with anticipated completion in September 2026. Panels must be fabricated from UV-stable, all-weather materials using 12-color high-density printing technology with edge treatment to prevent delamination and must carry a minimum 7-year product guarantee. The contractor must submit minimum two draft versions of each panel's text and graphic layout for Service review and approval, with all proofs due by October 2026, and deliver a final 8" × 10" color laminate sample before production. All final panels and mounting hardware must be delivered to the refuge by November 15, 2026, with shipping included in cost. The period of performance runs September 14 through November 30, 2026.
The contract will be issued as a Firm-Fixed Price purchase order; offerors unable to accept purchase orders will not be considered for award. NAICS code is 339950, Sign Manufacturing; PSC code is 9905. Evaluation prioritizes technical experience and capacity to perform, technical approach and schedule, management plan with identified key personnel, and past performance demonstrated through three examples of successful similar work with references; technical capabilities and past performance combined are weighted significantly more than price. Offerors must be registered and active in SAM.gov with a valid Unique Entity Identifier prior to award. Questions must be submitted to jeremy_tyler@ios.doi.gov within 48 hours of posting. Award is anticipated September 14, 2026. The Contracting Officer is Todd Annes; the Contract Specialist is Jeremy Tyler.
