About this opportunity

The Department of Veterans Affairs Enterprise Procurement Office issued a Notice of Intent to Sole Source on September 10, 2026, for a firm fixed-price Requirements contract with Codonics, Inc. for Safe Label Systems and associated equipment, with responses due by September 25, 2026. This is a non-competitive procurement conducted under 41 U.S.C. 3304(a)(1) based on a determination that only one responsible source can satisfy the agency's requirements.

The VA seeks to procure Codonics Safe Label System equipment for medication labeling in operating rooms, anesthesia locations, and pharmacies across the Veterans Health Administration. The system provides barcode-based drug verification before labeling, standardized label generation, real-time safety checks, machine-readable labels enabling closed-loop safety integration with AIMS/EHR, and environmental durability for OR conditions including exposure to fluids and sterility requirements. Over 85 VHA facilities currently operate Codonics SLS systems; replacement with alternative systems would impose significant capital costs, require retraining of approximately 1,000 employees, and risk operational disruptions affecting patient safety.

Market research, including a Request for Information (RFI 36C10X26Q0035, closed April 6, 2026) published on SAM.gov, evaluated alternative labeling systems from BD Pyxis PharmoCode, Omnicell, Star Micronics, GoDEX, and PDC Healthcare. RFI responses from Begini Howard Private Equity LLC, AI Advanced Solutions LLC, and BD identified no equivalent alternative systems meeting VHA's combined safety, durability, and workflow integration requirements. The contract performance period includes one 12-month base period and four 12-month option periods. Interested parties may submit responses demonstrating capability to provide all line items; submissions must include sufficient detail to establish ability to meet requirements. NAICS code 339112 (Surgical and Medical Instrument Manufacturing); PSC code 6515 (Medical and Surgical Instruments, Equipment, and Supplies).
