About this opportunity

The Department of Veterans Affairs is procuring Microwave Therapy Systems for tissue ablation through the Veterans Health Administration's Non-Expendable Equipment National Program. The agency seeks Varian Medical Systems IntelliBlate Microwave Ablation Systems or equivalent products designed for thermal ablation of soft tissue and solid organ tumors, primarily for percutaneous coagulation necrosis of unresectable tumors. The procurement requires FDA-approved systems capable of ablating liver, kidney, lung and soft tissue tumors up to 5cm, with microwave generators delivering 140 watts or greater, touchscreen interfaces, and dedicated mobile carts. Proposals will be evaluated on four factors with Technical being most important, followed by Past Performance, Veterans Preference, and Price, with non-price factors significantly more important than price. The solicitation was posted on August 6, 2025, with questions due August 12, bid intentions due August 15, and final proposals due August 21, 2025 at 9:00 AM EDT.

This procurement is designated as a total small business set-aside under NAICS code 334510 with a size standard of 1,250 employees. The contract structure includes 17 Contract Line Items covering complete system configurations, probes of various lengths, temperature sensors, rental options, technical support services, and warranty agreements ranging from one to five years. The contract period consists of a 12-month base year with four 12-month option periods, creating a potential five-year total contract duration. Equipment will be delivered to all VHA facilities in both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, with a decentralized ordering structure through the NEC Order Portal. The procurement includes a 3% Service Level Agreement fee that contractors must embed in their pricing and remit quarterly to the Strategic Acquisition Center.

Notice text

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Microwave Therapy Systems: Tissue Ablation product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.

Microwave Therapy Systems: Tissue Ablation are designed for thermal ablation of soft tissue and/or regions of solid organs (e.g. liver). These systems typically consist of a microwave generator, a coaxial cable, a temperature sensor, and interstitial needle-like applicators as antennas; computed tomography, ultrasound, or magnetic resonance guidance is used to locate the applicator and sometimes to evaluate tissue ablation. The radiating antenna is placed on or near the tissue volume to be ablated using an applicator or catheter. The primary mechanism for tissue heating at microwave frequencies is vibration of the ions (e.g., ions of water molecules) in the tissues at the frequency of the electrical field. Interstitial tissue-ablation systems are mostly used for percutaneous coagulation necrosis of unresectable tumors at temperatures over 60 degrees C, but less than 100 degrees C.

The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Varian Medical Systems IntelliBlate™ Microwave Ablation Systems or equal to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.

There is an existing Non-Manufacturer Rule Class Waiver for Microwave Therapy Systems: Tissue Ablation NMR CLASS WAIVER LIST (sba.gov).
