About this opportunity

The Department of Veterans Affairs (VHA) is seeking to procure Holmium (Ho-YAG) Surgical Lasers through a national requirements contract, specifically targeting the Lumenis Pulse 120H Holmium Laser System or equivalent. The solicitation (36C10G25R0032) aims to provide surgical lasers for VA medical centers nationwide, with primary applications in urology, gynecology, gastroenterology, and general surgery, including laser lithotripsy for kidney stone procedures. Vendors must demonstrate compliance with specific technical requirements, including wavelength specifications, power output, and FDA approval. The evaluation will prioritize technical factors, followed by past performance, veterans preference, and pricing, with non-price factors being significantly more important. Potential bidders must submit a comprehensive proposal by May 21, 2025, including technical, past performance, veterans preference, and pricing volumes, with questions due by May 13, 2025.

The contract is set aside exclusively for small businesses in the Electromedical and Electrotherapeutic Apparatus Manufacturing NAICS category, with a size standard of 1,250 employees. The contract period includes a 12-month base period with four 12-month option periods, not to exceed 5 years total. Estimated quantities range from 15 units in the base year to 5-7 units in subsequent option years, covering VA medical centers in both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. Contractors must provide new, original equipment manufacturer items, comply with a 3% Service Level Agreement (SLA), and adhere to specific reporting requirements, including quarterly sales documentation. The contract emphasizes comprehensive support, including installation, training, proctoring services, annual warranty, and maintenance services for the surgical laser systems.

Notice text

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Holmium (Ho-YAG) Surgical Lasers product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.

Holmium (Ho-YAG) Surgical Lasers are solid-state lasers which typically emit wavelengths of 2,100 to 2,140 nm. Lasers ablate tissue with minimal hemostasis, little charring, and a thin zone of necrosis. Common clinical applications for holmium lasers include urology, gynecology, gastroenterology, and general surgery. Laser lithotripsy for breaking up kidney stones is the most common procedure. In laser lithotripsy, the fiber is placed on the stone surface and with each laser pulse, heating occurs causing vaporization of water within and on the surface of the stone. This causes fragmentation to occur in a drilling fashion.

The Contractor must demonstrate the ability to meet all requirements of solicitation. The objective is to provide Lumenis Pulse™ 120H Holmium Laser System or equal Lasers: Ho-YAG to be used by clinicians throughout the VA medical centers and facilities located in the Continental United States (CONUS) or Outside of the Continental United states (OCONUS). The period of performance is for a base of 12-months with four 12-month option periods.
