About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), through its Western Acquisition Division, published this presolicitation notice on February 2, 2026, regarding a planned sole source contract for hydrogen gas generator maintenance supplies and factory training. The notice announces NOAA's intention to award a five-year indefinite delivery indefinite quantity (IDIQ) contract to Proton Energy Systems, Inc. (doing business as NEL Hydrogen US) for support of the National Weather Service's Upper Air observing stations. This is not a competitive solicitation but rather a notice of intent to award based on the statutory authority that only one responsible source can satisfy the agency's requirements. The contract will be awarded on a firm-fixed-price basis and is set aside exclusively for small businesses. The acquisition is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a business size standard of 1,000 employees.

The primary objective of this contract is to consolidate and streamline maintenance support for Proton/NEL hydrogen generators currently deployed at nine NWS Pacific Region Upper Air observation sites. The required supplies include pleated air filters, year-specific maintenance kits for various generator models, replacement parts, capacitors, centrifugal fans, retrofit kits, and power supply units, with delivery required within 90 days of order acceptance to the NOAA Inouye Regional Center in Honolulu, Hawaii. Factory maintenance training services consisting of three-day on-site certification courses at Proton/NEL's Wallingford, Connecticut facility are also included, with capacity for up to five technicians per training session at $7,000 per occurrence. The presolicitation notice was posted on February 2, 2026, with a comment deadline of February 16, 2026; however, this notice is explicitly not a request for competitive quotes or proposals, as the contract is designated for sole source award. Only small businesses meeting the specified size standards are eligible to participate, and the contract period consists of one base year plus four optional one-year renewal periods.
