About this opportunity
The U.S. Army Corps of Engineers Engineering District Seattle has issued a Special Notice regarding the consolidation of environmental consulting services requirements. The notice outlines the agency's intent to establish a firm-fixed price indefinite delivery indefinite quantity (IDIQ) multiple-award task order contract (MATOC) for environmental consulting services. This consolidation is being pursued in accordance with Federal Acquisition Regulation (FAR) 7.107-5, which allows for the aggregation of requirements when the benefits substantially exceed alternative approaches. The notice applies to environmental consulting services within the Northwestern Division Area of Responsibility, with a total contract capacity of $45 million over a 5-year period. The consolidation is categorized under NAICS code 541620 for Environmental Consulting Services, with a size standard of $19 million.
The primary objective of this Special Notice is to streamline the acquisition process for environmental consulting services through a consolidated contracting approach. Contractors interested in participating should note the posting date of December 17, 2024, and the response deadline of December 24, 2024. The solicitation is open to multiple contractors, with no specific set-aside restrictions, and aims to include small businesses across various socio-economic categories. The proposed MATOC is expected to provide significant benefits, including cost savings, reduced acquisition cycle times, and improved service quality through contractor familiarity with agency processes. Potential contractors can anticipate a more efficient task order execution process, with projected completion times approximately two months faster than previous standalone contracts. The agency has determined that this consolidation will have minimal impact on small business participation while delivering substantial efficiencies and cost savings exceeding 10% of the total contract value.
