About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice intending to award a sole-source contract to Collins (formerly ARINC) Incorporated for the procurement of commercial aircraft-based meteorological data. This data includes observations of wind, temperature, and humidity, which are critical for improving the prediction of various weather phenomena.
The purpose of this procurement is to continue the data stream from commercial aircraft, providing up to 3.2 million vertical profiles of wind and temperature annually, with at least 1.5 million over the Continental United States. NOAA also requires a subset of 135 aircraft to provide approximately 1,000 vertical profiles of humidity per day, along with wind and temperature around major airport hubs. NOAA cites the statutory authority for sole-source as 41 U.S.C. 3304(a)(1), and the NAICS code is 518210 - Data Processing, Hosting, and Related Services. NOAA will consider capability statements from other interested parties, which must be submitted by 5:00 PM EST on April 2, 2024.
