About this opportunity

The Federal Highway Administration is seeking qualified contractors for the Wilson Campground Road project, a road improvement initiative located 83 miles northwest of Elko, Nevada, within the Bureau of Land Management's Wilson Reservoir Recreation Management Area. The project involves resurfacing and enhancing 7.23 miles of aggregate surfaced road leading to Wilson Campground plus 1.89 miles of roads within the campground itself, with work including clearing and grubbing, subexcavation, roadway aggregate surface reconditioning, pipe culvert placement, topsoil placement, and temporary traffic control. This pre-solicitation notice is specifically designed to gauge interest from qualified small businesses across various socioeconomic categories to determine if a set-aside procurement is warranted. Interested contractors must demonstrate bonding capacity for a $10 million single project, provide evidence of relevant experience on similar road construction projects, and confirm their socioeconomic status categories. The deadline for expressing interest is August 4, 2025, at 2 p.m. Denver time, with responses required via email to CFLAcquisitions@dot.gov.

The procurement does not currently have a set-aside designation but is being evaluated for potential set-aside to small businesses, HUBZone small businesses, women-owned small businesses, 8(a) small businesses, or service-disabled veteran-owned small businesses based on response levels. The total estimated project value ranges between $5 million and $10 million, with the work structured as Schedule A (main road improvements, hydraulic improvements, bridge repairs, and S-curve enhancements) and Option X (culvert cleaning and campground road resurfacing). Key project quantities include 12.9 acres of clearing and grubbing, 500 cubic yards of subexcavation, 7.227 miles of aggregate surface reconditioning, 510 linear feet of 24-inch pipe culvert, and 4,000 cubic yards of topsoil placement. The anticipated project timeline spans from March 2026 advertisement through November 2026 contract completion, with award expected in April 2026 and notice to proceed in May 2026. No incumbent contractor information was provided in this pre-solicitation notice.
