About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 issued a Justification and Approval for sole-source acquisition of a Rauland Responder Nurse Call V System to replace an end-of-life Nurse Call IV System across multiple buildings at the Dayton Medical Center, with a Governmentwide Point of Entry notice inviting capability statements from other sources. The acquisition is being pursued under Unusual and Compelling Urgency authority (41 USC 3304(a)(2)) due to critical patient safety incidents—one involving failed call routing and another involving a disconnected call-light device that prevented staff notification of a patient emergency—and the unavailability of replacement parts for the current system. Market research conducted June 1, 2026, through a Sources Sought notice (36C25026Q0611) yielded five contractor responses; only Government Marketing and Procurement (SDVOSB) met all technical criteria and was identified as the sole authorized Vocera dealer capable of delivering the complete integrated solution including the Rauland Responder 5 platform, Vocera software integration, and Hillrom bed connectivity. The Contracting Officer will establish fair and reasonable pricing using historical data, independent Government estimates, and comparison pricing. The acquisition is being conducted by the VA Network Contracting Office 10 in Kettering, Ohio.
