About this opportunity
The North Texas VA Health Care System has issued a Special Notice regarding a sole source procurement for two laboratory refrigerators to replace out-of-service units in the Pathology and Laboratory Medicine Service. The procurement involves purchasing two Fisher Scientific Company L.L.C. Isotemp FBG Series Refrigerators: a single-door 23 cu.ft. model and a double-door 45.8 cu.ft. model, both designed for 0-8 degrees Celsius cold storage. The refrigerators will be installed at the VA facility located at 4500 S. Lancaster Rd in Dallas, TX. The Department of Veterans Affairs is pursuing this procurement under the NAICS category for Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. The agency has determined that Fisher Scientific is the only vendor capable of providing the specific replacement refrigeration units required.
The purpose of this Special Notice is to provide potential contractors an opportunity to demonstrate a comparable or more advantageous source for the specified laboratory refrigerators. Contractors have five days from the publication date to submit a capability statement, proposal, or quotation that might be considered by the agency. The procurement will be executed using a Federal Supply Source purchase order, with the statutory authority permitting other than full and open competition under 41 U.S.C. 3304(a)(1) and FAR 6.302-1. While this notice is not a formal request for quotations or proposals, it allows interested parties to potentially challenge the sole source determination. If no affirmative written responses are received within the specified timeframe, a contract will be issued to the current vendor without further notice. The anticipated delivery will be to the South Texas VA Health Care System, and the procurement is not subject to any specific set-aside restrictions.
