About this opportunity
The Department of Commerce Office of the Secretary, on behalf of the National Travel and Tourism Office, is soliciting a comprehensive economic impact assessment of FIFA World Cup 2026 tourism on the U.S. economy, with quotations due June 15, 2026 at 10:00 AM EST. The procurement is set aside for small businesses under Total Small Business.
Place of performance is Washington, DC, with authorized travel to FIFA World Cup 2026 U.S. host cities for in-person intercept surveys and stakeholder engagement. The NAICS code is 541910 (Marketing Research and Public Opinion Polling); PSC is R422 (Support—Professional: Market Research/Public Opinion).
The 12-month study must assess national and regional impacts including visitor spending, tourism-related economic activity, sector-specific effects (hospitality, transportation, food and beverage, retail, recreation), employment impacts, and implications for U.S. travel exports and international visitation. Deliverables include a detailed project work plan; defensible methodology using accepted economic impact modeling approaches (IMPLAN, RIMS II, or equivalent); survey instruments and fielding plans for primary visitor data collection; interim findings briefing; draft and final economic impact reports; executive summary for general audiences; data visualizations and graphics packages; presentation materials; and final supporting data tables with comprehensive documentation. The government retains unlimited rights to all documents and materials produced.
Quotations must not exceed 10 pages for technical proposal and 3 pages for price, submitted electronically in Arial 11-point or Times New Roman 12-point font with one-inch margins. Quotations are valid for 120 calendar days. The government will select using Best Value Tradeoff, with technical capability and past performance weighted significantly more heavily than price. Past performance assessment covers similar efforts completed within the last three years. The government anticipates making selection from initial responses without discussions, though it reserves the right to communicate with the apparent successful quoter before finalizing the purchase order. Award will be a firm-fixed-price purchase order under Simplified Acquisition Procedures.
