About this opportunity
The U.S. Fish and Wildlife Service Natural Resources Program Center is seeking a contractor to provide Wildlife Disease Research and Support Services, including disease diagnostics, field and laboratory investigations, and multipurpose wildlife disease research services. The contractor must demonstrate expertise in pathology, immunohistochemistry, microbiology, molecular diagnostics, and established long-term working relationships with state and federal wildlife agencies across all 50 states, the District of Columbia, and U.S. territories. Key requirements include performing disease diagnostics on an as-needed basis in response to mortality events, conducting field and laboratory investigations to identify diseases impacting wildlife populations, and delivering preliminary and final reports on diagnostic cases and disease projects annually. The evaluation will be conducted using a best-value trade-off process with three factors in descending order of importance: Technical Capability (including past performance), Small Business Subcontracting Plan, and Price, with technical and past performance weighted as significantly more important than cost. The original proposal deadline was April 2, 2026, but Amendment 0001, issued on March 18, 2026, extended the deadline to April 3, 2026 at 10:00 AM PT, and potential offerors must acknowledge receipt of the amendment with their submission or face rejection.
This is an unrestricted acquisition with a Women-Owned Small Business (WOSB) designation, though no current contractor incumbent is identified in the solicitation documents. The contract structure includes a one-year base period plus four optional one-year extension periods, for a total potential performance period of five years from September 1, 2026 through August 31, 2031, with work to be conducted nationwide and internationally if needed. No specific award value or budget ceiling is disclosed in the solicitation documents. Large business offerors must submit a Small Business Subcontracting Plan with goals of 42% small business, 10% small disadvantaged business, 5% women-owned small business, 3% HUBZone, 5% service-disabled veteran-owned, and 3% ISBEE participation. Performance of work will be conducted at the FWS Natural Resources Program Center located at 1201 Oak Ridge Drive, Fort Collins, Colorado 80525, with contract administration handled by FWS Over SAT G/S at 5275 Leesburg Pike, Falls Church, Virginia 22041. Electronic quotations must be submitted via email to Robert_sung@fws.gov with the solicitation number 140F0S26Q0003 in the subject line.
