About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking the rental/lease of fifty-six (56) light sets to support the 1st Armored Brigade Combat Team, 1st Armored Division during their National Training Center Rotation 26-01 at Fort Irwin, California. The contractor must provide all labor, materials, equipment, tools, transportation, and supplies necessary to deliver light towers capable of generating at least 4,000 lumens, operating on Ultra Low Sulfur Diesel or solar power, with towing capabilities for military vehicles and 24-hour service availability. Key requirements include the ability to replace non-functioning units within 8 hours, compliance with stringent background check and training requirements for contractor personnel, and adherence to Fort Irwin's strict base access protocols. The solicitation requires submission of an official quote matching SF 1449 form, completed SF 1449 with accurate pricing, and product documentation with salient characteristics. The question period has ended as of August 22, 2025, and proposals are due September 3, 2025 at 12:00 PM MDT.

This procurement is designated as a 100% Small Business Set-Aside under NAICS code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) with a size standard of $40 million, though one solicitation document references it as a Women-Owned Small Business (WOSB) set-aside. The contract will be structured as a Firm-Fixed-Price agreement with an anticipated performance period from September 12, 2025 to November 4, 2025, spanning approximately 54 days of operations. The light sets will be deployed across multiple locations within Fort Irwin including RUBA, CRSP YARD, YERMO, FASP, BLAAF, stone ramps, dirt ramps, amnesty point, and various other tactical training sites. Performance will occur at Fort Irwin, California, with specific deployment periods ranging from 7 to 49 days at different locations throughout the training rotation. One solicitation document indicates a total potential award amount of $40,000,000, though this appears to reference the NAICS size standard rather than the actual contract value.
