About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is conducting market research for Fuel Oil Quality Management (FOQM) Testing Support Services to support United States Navy vessels through comprehensive fuel sample testing. The anticipated contract will require contractors to provide sampling kits, conduct laboratory testing using specific ASTM test methods across three distinct test slates for Marine Gas Oil (MGO) and F-76 fuel samples, manage sample data, and report results electronically to government databases. Contractors must operate a CONUS-based laboratory facility with ISO 9001 or ISO 17025 certification, possess specific testing equipment capable of performing over 40 different ASTM test methods, and process fuel samples within three business days of receipt. Interested parties must submit capability statements of maximum five double-spaced pages by 12:00 PM EST on August 26, 2025, demonstrating their technical capabilities, employee qualifications, relevant experience from the last five years, and potential subcontracting arrangements. The formal Request for Proposal (RFP) is anticipated to be issued in February 2026.
This opportunity has no set-aside designation and is open to both large and small businesses, with no incumbent contractor identified for the requirement. The contract structure is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) arrangement with a thirty-six month ordering period. Based on the estimated quantities provided, Year 1 requirements include 80 MGO Test Slate 1 routine tests, 150 Modified MIL-STD-3004-1 B-1 Test Slate 2 F-76 special diagnostic samples, 20 MIL-STD-3004-1 B-2 Test Slate 3 F-76 special diagnostic samples, and 250 sample bottle kits with mailers. Years 2 and 3 show increased quantities for MGO tests (160) and sample bottle kits (330), while maintaining consistent quantities for the diagnostic test slates. The contract falls under NAICS code 541380 (Testing Laboratories and Services) and PSC code H291 (Equipment and Materials Testing - Fuels, Lubricants, Oils, and Waxes), with no personnel security clearance required.
