About this opportunity

The Naval Surface Warfare Center Carderock Division intends to award a firm-fixed-price purchase order for one TA Instruments Discovery DMA 850 dynamic mechanical analyzer system as a sole source under Simplified Acquisition Procedures, with proposals due September 1, 2026. This is a special notice prepared under the Revolutionary FAR Overhaul (RFO) and constitutes the only notice of intent; all responsible sources may submit a capability statement, though a determination not to compete is solely within the Government's discretion.

Place of performance is Westlake, MD 20817, with delivery to NSWCCD's shipping/receiving facility in West Bethesda, Maryland (9500 MacArthur Boulevard, Building 143) by December 1, 2026, and subsequent installation and training at Building 68, Room 119.

The requirement is for the main instrument, standard furnace, Gas Cooling Accessory, clamps, TRIOS software, and accessories, plus mandatory manufacturer-certified on-site installation, calibration, and one-day operational training for up to four government personnel. The DMA 850 is required for its proprietary technology and direct compatibility with existing laboratory equipment, software, and historical data. Technical specifications include graphite air bearings, 0.1 nanometer resolution linear optical encoder detection, support for multiple deformation modes (tension, compression, 3-point bend, dual cantilever, single cantilever, shear sandwich, and submersion clamps), maximum force of 18 N with 0.00001 N resolution, frequency range of 0.001 to 200 Hz, temperature capability from −160°C to 600°C with standard furnace, and modulus range of 10³ to 3×10¹² Pa. The software must integrate with TA Universal Analysis Software and operate DSC, MDSC, TGA, and SDT modules simultaneously.

Sole source justification rests on TA Instruments' proprietary patents (7,607,098 and 9,933,249), exclusive domestic distribution, proprietary TRIOS software, ISO 9001:2015 certification, and equipment compatibility with existing Code 6170 infrastructure equipped with TA Instruments thermal analysis instruments.
