About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD) is procuring one Loren Cook 210-MH-HD exhaust blower to replace aging infrastructure in Building 41 that supports full-scale fire testing in accordance with ISO 9705 hood calorimeter test methods. The government intends to conduct a sole-source procurement with H&B Engineered Products, as they are the exclusive authorized reseller for the Bethesda area under FAR Part 13.106-1(b), having determined that only one source is reasonably available. The exhaust blower specifications include 1500 cfm capacity with a 31.9 HP motor, 40HP 1725 RPM, 460/3/60 voltage configuration, TEFC-PE mounted enclosure, and clockwise fan rotation. Interested parties may submit capabilities statements by 12:00 PM EST on September 10, 2025, which must include pricing, FOB point, contact information, GSA contract number if applicable, business size, and payment terms. The government reserves the right to determine whether to compete this purchase order based on responses received, though this notice is not a request for competitive quotes.

This procurement is designated as a Total Small Business set-aside under NAICS code 334413 with a small business standard of 500 employees, and H&B Engineered Products has been identified as the intended contractor due to their exclusive licensing agreement with Loren Cook Company. While no specific contract value is disclosed in the solicitation, the procurement falls under the simplified acquisition threshold and requires delivery by September 30, 2025. The single exhaust blower unit will be delivered to NSWC Carderock Division in Bethesda, Maryland, with performance occurring in Westlake, MD. The contractor must also provide Commercial Off-the-Shelf (COTS) manuals and associated supplemental data in digital format, preferably as Interactive Electronic Technical Manuals or searchable PDFs. The replacement is critical to mitigate ongoing schedule risks associated with the current 16-year-old exhaust system's degraded capacity and to maintain the existing electrical and mechanical infrastructure for the Fire Protection Group's testing operations.
