About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is seeking quotes for a five-year Blanket Purchase Agreement (BPA) to supply Stratasys brand 3D printer consumables and replacement parts. The procurement covers filament canisters (ABS-M30, ASA, Ultem 9085 Resin), support materials, foundation sheets, extruder tips, and miscellaneous hardware compatible with Fortus 450mc, Stratasys F370, Polyjet J35, and Stratasys Neo printer systems for research and development activities supporting the Office of Naval Research's Manufacturing of Attritable Systems at Scale program. All materials must be original Stratasys products in the latest version with the manufacturer's standard one-year warranty, with non-OEM substitutes explicitly prohibited. The government will evaluate quotations on a lowest price technically acceptable (LPTA) basis, considering technical capability and past performance, and will make award without discussions with quoters. Quotations are due by March 4, 2026, at 12:00 p.m. EST, with questions required to be submitted by February 24, 2026, at 12:00 p.m. EST to michael.s.brodie7.civ@us.navy.mil.
This procurement carries no set-aside designation and is being conducted as a non-competitive acquisition with Stratasys as the sole source, justified by exclusive licensing agreements and the incompatibility of OEM systems with third-party alternatives. The BPA ceiling price is $349,999.00 with no minimum purchase obligation, and individual purchase orders cannot exceed the simplified acquisition threshold. The contractor must be an authorized Stratasys distributor in the West Bethesda, Maryland area and deliver supplies to NSWC Carderock Division, 9500 MacArthur Boulevard, West Bethesda, Maryland 20817, within 30 calendar days of call award on a firm fixed price basis with FOB Destination terms. The solicitation applies to the NAICS code 325211 (Plastics Material and Resin Manufacturing) with a business size standard of 1,250 employees, and the government will accept payment via Government Purchase Card in addition to standard invoicing methods through the Wide Area WorkFlow (WAWF) system.
