About this opportunity
The Department of the Navy Rapid Capabilities Office issued a Request for Solutions on August 12, 2026, with a response deadline of August 26, 2026, to prototype and validate a new business process framework for rapid acquisition of cutting-edge technologies from non-traditional vendors and private capital sources to close urgent operational capability gaps within one to three years. The effort is unrestricted and will be procured through the MATAC Other Transaction Authority (OTA) vehicle.
The Navy seeks integrated mission advisory and operating-partner services across three workstreams: DON RCO 1.0 Portfolio Performance (capability shaping, performer diligence, Measure of Effectiveness and Measure of Performance design, and return on investment assessment); DON RCO 2.0 Mission Planning (platform architecture, standard operating procedures, capital coordination, and stakeholder engagement); and Navy Office of Small Business Programs Strategic Deal Support (strategic deal architecture, contract structuring, and vendor sourcing). This initiative directly supports Secretary of the Navy and Secretary of the Navy mandates for acquisition reform and execution of the Budget Execution-Year Technology Selection portfolio model. Additional details are available at matac.org.

Request for Solutions: Rapid Acquisition & Private-capital Transition for Operational Readiness (RAPTOR)
Background and Summary: The Department of the Navy Rapid Capabilities Office (DON RCO) is the single accountable organization spanning all naval warfare domains, tasked with rapidly delivering transformative solutions to the hardest DON operational problems. To execute this mission, the Navy needs a rapid, risk-reduced method to identify, evaluate, and acquire cutting-edge technologies from non-traditional vendors and private capital markets to resolve urgent operational warfighter capability gaps within a one-to-three-year delivery horizon.
Purpose: To prototype and validate a new business process framework—delivered as integrated mission advisory and operating-partner services—featuring three distinct workstreams: (1) DONRCO 1.0 Portfolio Performance, encompassing capability shaping, performer diligence, Measure of Effectiveness (MOE) and Measure of Performance (MOP) design, and return on investment (ROI) assessment; (2) DONRCO 2.0 Mission Planning, encompassing platform architecture, standard operating procedures, and a capital coordination and stakeholder engagement framework; and (3) Navy Office of Small Business Programs (OSBP) Strategic Deal Support, encompassing strategic deal architecture, contract structuring, and partner/vendor sourcing. This effort directly supports the SECWAR and SECNAV mandate for immediate acquisition reform and the Budget Execution-Year Technology Selection (BETS) portfolio model.
