About this opportunity

The Department of Commerce National Oceanic and Atmospheric Administration awarded an $8.1 million sole-source IDIQ contract to General Dynamics Mission Systems, Inc. on July 23, 2026 for Advanced Technology Demonstrator radar back-end improvements and engineering test support.

The five-year contract runs from May 6, 2026 through May 5, 2031, divided into five one-year ordering periods. Work will be performed at the National Severe Storms Laboratory site in Norman, Oklahoma. The contract structure includes both firm-fixed-price and time-and-material task orders.

The requirement covers research, design, and implementation of ATD system improvements; continued development; and operational support and sustainment of the radar system, which is part of NOAA's Phased Array Radar program supporting weather forecasting and research. The sole-source justification cited GDMS as the primary developer and architect under the joint FAA-NOAA Multi-Function PAR program, with irreplaceable institutional knowledge, technical expertise, and proprietary equipment and source code. Market research included a Sources Sought Notice posted February 11, 2025 that yielded only two responses, with only GDMS confirming capability; a subsequent presolicitation notice posted March 4, 2026 generated no responses.
