About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole-source contract award.

The National Oceanic and Atmospheric Administration (NOAA), through its Acquisition and Grants Office Western Acquisition Division, proposes to award a sole-source, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to General Dynamics Mission Systems (GDMS), UEI: LDUJLC79HNK5, for Advanced Technology Demonstrator (ATD) Radar Back End Improvements and Engineering Test Support. The contract will support the Office of Oceanic and Atmospheric Research National Severe Storms Laboratory (NSSL) and will be performed at the NSSL site in Norman, Oklahoma. The contract structure includes firm-fixed-price (FFP) and time-and-material (T&M) task orders, with a five-year period of performance from May 6, 2026 through May 5, 2031, divided into five one-year ordering periods.

The government requires continued technical and engineering support for ongoing improvements to NSSL's ATD radar, which supports Phased Array Radar (PAR) technology development and weather forecasting capabilities. GDMS is identified as the sole responsible source based on its foundational role as a primary developer and architect under the joint Federal Aviation Administration and NOAA Multi-Function PAR program, irreplaceable institutional knowledge and technical expertise, and proprietary equipment and source code originally designed by GDMS. Market research included electronic searches, interviews with subject-matter experts, and a Sources Sought Notice posted February 11, 2025, which yielded only two responses: one from GDMS confirming capability and one from another vendor determined incapable of meeting requirements. A presolicitation notice posted March 4, 2026 generated no responses. The statutory authority for this sole-source acquisition is 41 U.S.C. 3304(a)(1) under FAR 6,103-1, and the contracting officer will conduct cost analysis using certified cost data to ensure fair and reasonable pricing.
