The notice concerns an onsite diagnostic service for a Government Owned CK Power 1.1 MW High Voltage Emergency Diesel Generator located in Groton, Connecticut. The procurement will be executed through Simplified Acquisition Procedures under FAR Part 13, utilizing Other Than Full and Open Competition as authorized under FAR 6.302-1. The opportunity is classified under the NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance. The anticipated award date is set for 05 February 2025.
The primary objective of this Special Notice is to provide formal notification of the Navy's intent to directly award a purchase order for specialized diagnostic services without a competitive bidding process. Contractors interested in challenging the sole source designation must submit written challenges to sharon.dexter@navy.mil, including sufficient information to demonstrate an equivalent service capability. The government retains full discretion in determining whether to consider alternative providers. The purchase order will cover labor and travel expenses for the diagnostic service in Groton, CT 06349. While this notice is not a request for proposals or quotations, it provides transparency about the upcoming procurement. Potential challengers must submit comprehensive information that proves their ability to meet the government's specific requirements. The notice emphasizes that the final decision to compete or maintain the sole source status rests exclusively with the government.
