About this opportunity
The Department of Agriculture, through the Natural Resources Conservation Service (NRCS), seeks construction services for streambank stabilization at two sites in Kanawha County, West Virginia—Sharon Hollow Road and Ohley Hollow Road—with bids due June 24, 2026, at 12:00 p.m. CST. This is a 100% total small business set-aside; bidders must be registered in SAM with active status and may not exceed $45.0 million in average annual revenue.
Place of performance is West Virginia. The project consists of channel clearing, erosion control installation, seeding and mulching, mobilization and demobilization, and excavation and earthwork at both sites. Sharon Hollow Road (Site 1) requires rock riprap stabilization across approximately 336 linear feet, with estimated quantities of 788 square yards of geotextile, 664 tons of riprap (D50 = 18 inches), and 28 cubic yards of grouted foundation preparation for shallow bedrock. Ohley Hollow Road (Site 2) requires 45 linear feet of gabion wall installation, with 44 cubic yards of gabions and 66 square yards of gabion geotextile; foundation riprap quantities and steel reinforcement (Item 3B) are conditional on bedrock encountered during excavation and will be determined by the NRCS representative in the field. The contractor must complete all work within 70 calendar days of Notice to Proceed, with maximum 10-hour days Monday through Saturday. Amendments dated June 15, 2026, updated Ohley Hollow Road drawings and specifications to reflect potential abandoned septic tank decommissioning, pet cemetery avoidance, temporary fencing requirements, modified seeding specifications, and concrete removal procedures for reused chain-link posts.
The estimated project value is between $125,000 and $175,000. NAICS code is 237990 (Other Heavy and Civil Engineering Construction); PSC code is Y1QA. A mandatory site visit is scheduled May 27, 2026, at 10:30 a.m. Eastern Time at coordinates 38.159194, -81.448000. Bidders must submit a bid bond equal to 20% of the bid price or $3 million, whichever is less, and the successful bidder must furnish a Performance Bond (SF-25A), Irrevocable Letter of Credit, or Tripartite Escrow Agreement equal to 100% of project cost within 10 calendar days of award. Award will be made to the responsible bidder offering the lowest price; the Government will evaluate bids on price alone and may reject materially unbalanced or unrealistically low bids. Davis-Bacon wage rates apply per Wage Determination WV20260069 (Kanawha County) and WV20250073 (Ohio County). Bids shall be submitted electronically to mark.domingo@usda.gov. Bid opening is scheduled June 24, 2026, at 2:30 p.m. Eastern Time via MS Teams conference.
