Place of performance is Marlborough, MA. A mandatory site visit was held May 27 at 10:00 a.m.; the project must be completed within 185 calendar days after Notice to Proceed, with November 1, 2026 estimated as the completion date. Liquidated damages are $1,000 per day.
The work scope includes excavating the auxiliary spillway approach channel by 2.5 feet, installing geosynthetic clay liner, raising dam embankment crest sections to provide freeboard, constructing a concrete crest wall at Robin Hill Street intersection, replacing concrete joint sealant in the auxiliary spillway and principal spillway conduit, replacing 1,022 linear feet of chain-link fencing, and removing trees within 20 feet of the upstream embankment groin. Excavation is estimated at 2,700 cubic yards unclassified, with approved earthfill at 980 cubic yards and random earthfill at 2,272 cubic yards. Major work items include clearing and grubbing, concrete demolition, concrete work, fence installation, mobilization, and surveying by licensed surveyors.
The estimated total project value ranges from $950,000 to $1,100,000. Award will be made to the responsive, responsible bidder with the lowest total price; discussions are not permitted. Bidders must submit a bid bond of 20% of the bid price and, within 10 calendar days of award, furnish a payment bond (SF-25A), irrevocable letter of credit, or tripartite escrow agreement for 100% of project cost. Contractor must begin performance within 7 calendar days after Notice to Proceed.
The applicable NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a $45 million average annual revenue threshold. Questions and Answers (dated June 5, 2026) addressed 29 bidder inquiries covering wage determinations, asbestos-cement pipe removal and disposal, chain-link fencing quantities, material specifications, and permit requirements.

200 Robin Hill Street
Marlborough, MA 01752
The work consists of rehabilitating the existing dam to be in compliance with current safety and performance standards. Engineering studies identified that the dam has inadequate auxiliary spillway capacity that would result in overtopping and breaching of the embankment during the probable maximum flood. The major items of work include: excavating the approach channel upstream
of the auxiliary spillway drop structure by 2.5 feet to improve flow efficiency; installing a geosynthetic clay liner in the auxiliary spillway approach; raising portions of the dam embankment crest to provide additional freeboard and create a uniform crest elevation; constructing a concrete crest wall to provide freeboard and prevent overtopping at a low spot where Robin Hill Street
intersects the top of dam; replacing concrete joint sealant above the waterline in the auxiliary spillway and in the principal spillway conduit; replacing existing chain-link fencing surrounding the auxiliary spillway drop structure; and removing trees within 20 feet of the right upstream embankment groin.
