About this opportunity

The Nuclear Regulatory Commission (NRC) has issued a Special Notice for the NRCDose3 Knowledge Transfer Support Services, indicating its intent to award a sole source contract to Chesapeake Nuclear Services, Inc. This notice covers a potential five-year contract consisting of a base year plus four option years. The procurement is being conducted under sole source authority per 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation 6.302-1, which allows for limited competition when supplies or services are available from only one responsible source. The contract falls under NAICS code 541990 for All Other Professional, Scientific, and Technical Services. The NRC has determined that Chesapeake Nuclear Services possesses unique qualifications as the original developer and maintenance expert of the NRCDose3 software.

The contract objective involves providing knowledge transfer, training, and technical support for planning, development, upgrading, and documentation of the NRCDose3 computer code into the SIERRA computer code to meet NRC licensing needs and RAMP Program objectives. The work includes consolidating and modernizing models within NRCDose3 v1.1.4 (LADTAP, GASPAR, and XOQDOQ) to support existing, new, and advanced reactors while ensuring compatibility and adherence to modern programming standards. Interested parties who believe they can demonstrate clear and convincing evidence that competition would benefit the government must submit detailed capability statements to Geoffrey Coleman at Geoffrey.Coleman@nrc.gov by August 21, 2025, at 4:00 PM EST. Responses must include technical capabilities and information demonstrating ability to meet NRC's specific requirements. Telephonic, email responses, or submissions with insufficient information will not be considered for evaluation.
