About this opportunity
The National Park Service is soliciting offers for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to operate and maintain the IMPROVE (Interagency Monitoring of Protected Visual Environments) particle monitoring network and conduct associated filter analysis services. The contractor will be responsible for coordinating operations at 146 monitoring sites (107 IMPROVE sites and 39 protocol sites) across the United States, including purchasing and managing filters, performing gravimetric and elemental analysis, measuring optical absorption, implementing quality assurance programs, and managing data reduction and database functions. Key contract requirements include staffing with specified key personnel such as a Principal Investigator, Lab Manager, Field Manager, Data Manager, QA Manager, Programmer, and Scientist, each with defined education and experience minimums. The government will evaluate proposals using a tradeoff method that weights technical capability most heavily, followed by past performance, relevant experience with national-scale air quality networks, key personnel qualifications, and cost. Offerors must submit questions by March 19, 2026, and proposals are due on April 3, 2026, at 5:00 PM Eastern Time.
This solicitation is unrestricted with no set-aside designations and carries no identified incumbent contractor. The contract value ranges from a minimum of $300,000 to a maximum of $30,000,000, with individual task orders ranging from $10,000 to $10,000,000, and will be awarded on a firm fixed price basis. The period of performance extends from July 29, 2026, through July 28, 2031 (five one-year ordering periods), with an optional six-month extension, and the contractor must handle approximately 19,000 filters annually for the base configuration. Deliverables should be sent to the NPS, NRSS, Air Resources Division located at 12795 W. Alameda Parkway, Lakewood, CO 80228. The solicitation is classified under NAICS code 541620 (Environmental Consulting Services) with a $19 million size standard.
