About this file

This is a Price Schedule attachment for the IMPROVE Operations and Filter Analysis contract with the National Park Service. The document presents pricing for three configuration scenarios across a five-year ordering period (2026-2027 through 2030-2031) plus a six-month option, with all scenarios including the same optional tasks for network modifications and support.

The Base Configuration covers 146 monitoring sites with 19,000 filters annually and includes 16 primary tasks organized into three categories: Network Operations (Tasks 1-8), Filter Analysis (Tasks 9-11), and optional Network Modifications and Support (Tasks 12-16). Network Operations tasks encompass coordinating samplers and QA modules, purchasing and managing filters, quality assurance, data reduction and database management, network documentation, and steering committee meetings (available as either in-person or virtual options). Filter Analysis tasks include gravimetric analysis for PM2.5 and PM10, elemental analysis, and optical absorption measurements. Optional tasks allow for establishing new monitoring sites, repairing or replacing sites, decommissioning stations, purchasing samplers and equipment, and providing site operators. Two alternative scenarios are also detailed: Option Scenario A reduces sampling frequency at 30 sites (17,500 filters annually), and Option Scenario B reduces the network by 10 sites while eliminating PM10 analysis (18,000 filters annually). Fully loaded labor rates are provided for 18 position categories, with key personnel designations for Principal Investigator, Lab Manager, Field Manager, Data Manager, QA Manager, Programmer, and Scientist roles. Direct costs include travel, supplies, equipment, and filter-related expenses, with capital equipment and subcontracting options available for all scenarios.
