About this opportunity

The Department of the Army Corps of Engineers Portland District is conducting market research for mission-critical electrical equipment to support NPDES permit compliance at the Willamette Valley Project, with capability statement responses due May 13, 2026 at 5:00 PM PDT. The anticipated procurement carries a Total Small Business set-aside. The government seeks responses from small businesses including 8(a) firms, HUBZone, WOSB/EDWOSB, SDVOSB, and VOSB contractors, as well as large businesses for market intelligence purposes.

The requirement spans eleven line items: nine Type 4X lockable enclosures (48"×36"×12"), nine painted steel back panels (45"×33"), eighteen 24 VDC 240 W uninterruptible power supplies, nine power supply redundancy modules, fuses (221 32mA slow-blow and 189 1A slow-blow units), 180 screw clamp terminal blocks with 90 end sections, nine LED magnetic light kits, and wiring duct components (eighteen each of 2"×4" duct and covers in 6-foot sections). No security clearance requirements apply.

Lead time is four to six weeks. Respondents must submit capability statements identifying which items they can supply or clearly noting limitations by CLIN. Contract administration is handled by the USACE Portland District Contracting Division; primary contact is Connie Kiser.
