About this opportunity

The Centers for Disease Control and Prevention (CDC) has issued a Special Notice regarding a sole-source contract for NPCR Data Hosting Management services. The contract is intended for Information Management Services, Inc. (IMS), the only vendor capable of maintaining the SEERStat network system, which is the primary statistical software used by the National Program of Cancer Registries (NPCR) for cancer surveillance data analysis. The SEERStat software was originally developed by the National Cancer Institute under contract with IMS and generates official federal statistics on cancer incidence, mortality, survival, and prevalence. The CDC is pursuing this procurement under FAR 12.102(a) authority due to the unique and proprietary nature of the SEER*Stat network hosting capabilities. This Special Notice, posted on January 13, 2026, allows interested parties to express their capabilities or submit alternative proposals within a 15-day window.

The contract aims to secure comprehensive data hosting and management services for the NPCR dataset, enabling restricted access for multiple CDC users and approved external researchers. The contract period extends from February 12, 2026, through February 11, 2030, structured as a base year plus three optional one-year periods, with a firm fixed-price agreement. Key deliverables include managing up to 350 analysis datasets, processing and loading new datasets annually, maintaining secure user access controls, providing technical support and training, generating public-use dataset analyses and annual mortality reports, and submitting monthly progress and quarterly cost reports. The contractor must demonstrate full compliance with extensive federal information security and privacy requirements, including FISMA compliance, NIST SP 800-53 security controls, encryption standards, incident response protocols with one-hour reporting requirements, and Section 508 accessibility standards. All contractor personnel require CDC non-disclosure agreements, background investigations, mandatory security and privacy training, and adherence to federal Rules of Behavior before system access is granted.

Notice text

The Centers for Disease Control and Prevention (CDC) intends to award a sole source, firm fixed price contract to Information Management Services for NPCR Dataset IT Service. CDC’s National Program of Cancer Registries (NPCR) utilizes the software product SEER*Stat for data evaluation and statistical calculations; i.e., cancer incidence and mortality age-adjusted rates; survival, prevalence, projection estimates, and joinpoint. The SEER*Stat software was developed by the National Cancer Institute, under contract with Information Management Services, Inc. (IMS), and is the method by which official Federal statistics on cancer are generated. This is also the primary statistical software used in each state cancer registry and researchers. Even though the software is publicly available, the mechanism for hosting network-based databases (loading and deleting databases and providing restricted user access) is maintained by IMS only. Access to the SEER*Stat network system is not available by any other vendor. The SEER*Stat network system is required to allow restricted access by multiple CDC users as well as approved researchers from outside CDC.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 12.102(a) (FAR Overhaul) and 41 U.S.C. 3304(a)(1). The North American Industry Classification System code for this procurement is 541512 - Computer Systems Design Services. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to the contract specialist at qsx8@cdc.gov by 1/28/2026 5pm eastern time.
