About this opportunity

This pre-solicitation notice seeks sources to provide scientific and technical intelligence analysis support services to the National Air and Space Intelligence Center (NASIC) at Wright-Patterson Air Force Base. Requirements include research, development and sustainment of hardware, software and systems capabilities to enable intelligence production, as well as technical intelligence production through collection, analysis, planning, processing, dissemination and archiving activities. Interested parties must demonstrate expertise in areas such as geospatial intelligence, measurement and signatures intelligence, signals intelligence, human intelligence, open source intelligence and technical intelligence. Responses to the sources sought notice were due by June 30, 2020. An industry day is planned for mid to late summer 2020 to discuss acquisition strategy for the indefinite-delivery, indefinite-quantity NOVASTAR contract beginning in fiscal year 2021.

The NOVASTAR contract has no set-aside designations. Requirements are currently supported under contracts like ATEP II, AVIPSS7, CASP II, FAST IV, FME III, HAVESTAR VII, IMD, SESS III and MEGASTAR. Task orders will be awarded for work in air, space, missile, cyber and technical intelligence production support across the PSC codes D302 and R425. Award values are not specified but the NOVASTAR contract will replace existing contracts valued up to hundreds of millions of dollars annually. The base period of performance is five years with options that could extend the contract into the late 2020s.

Program Description

National Air and Space Intelligence Center (NASIC) requires contract support for research, development, and sustainment of new and existing hardware, systems, and software capabilities enabling scientific and technical intelligence production for the United States Air Force (USAF), the Department of Defense (DoD), and National Level intelligence efforts. NASIC also requires contract support for the production of technical intelligence through collection, analysis, planning, processing, dissemination, archiving and associated activities for NASIC, the USAF, the DoD and National Level intelligence efforts. The work provides agile and innovative resource capability supporting technical analysis in the Intelligence Community, turning innovation into intelligence products, and constantly improving productivity in technical analysis product generation.

NASIC’s mission is to discover and characterize air, space, missile, forces, and cyber threats to enable full-spectrum multi-domain operations, drive weapon system acquisition, and inform national defense policy. Task Orders will be awarded to perform work in and across these mission areas.
