Sources Sought

The Government is conducting market research and identifying, as potential sources, companies that may possess the expertise, capabilities, and experience to meet the requirements of this contract supporting the National Air and Space Intelligence Center (NASIC), at Wright-Patterson AFB, OH. This is not a request for proposals and no contract will be awarded as a result of this sources sought.

Companies responding to this request are advised that participation does not ensure opportunities for participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this request for information.

The acquisition strategy for this program has not been finalized.

Small business respondents who are interested in submitting a capabilities statement as the prime contractor for this effort:

No set aside decision has been made; however, the Air Force (AF) is contemplating either a Small

Business set aside for this acquisition if there is sufficient demonstrated interest and capability, or awarding multiple award ID/IQ contracts to both large and small businesses with some tasks being set aside for small business. Note that a key factor in determining an acquisition to be a Small Business Set

Aside is two or more small business prime contractors must be capable of performing at least 50% of the entire scope of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. The clause reads, in part, as follows: “Limitations on Subcontracting

(Mar 2020) … (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.… ” Small Businesses interested in performing as a prime should detail their capabilities for requirements listed in the draft Performance Work Statement (PWS); provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved and include specifics regarding joint ventures, teaming arrangements, etc.

If this acquisition is not a Small Business set aside, it is anticipated that contracts awarded to large businesses will contain a mandatory small business utilization requirement of 40% of total contract value.

Businesses interested in performing as a prime contractor for a total or partial small business set-aside should detail their capabilities for all requirements listed in the attached draft PWS.

Program Description

National Air and Space Intelligence Center (NASIC) requires contract support for research, development, and sustainment of new and existing hardware, systems, and software capabilities enabling scientific and technical intelligence production for the United States Air Force (USAF), the Department of Defense (DoD), and National Level intelligence efforts. NASIC also requires contract support for the production of technical intelligence through collection, analysis, planning, processing, dissemination, archiving and associated activities for NASIC, the USAF, the DoD and National Level intelligence efforts. The work provides agile and innovative resource capability supporting technical analysis in the Intelligence Community, turning innovation into intelligence products, and constantly improving productivity in technical analysis product generation.

NASIC’s mission is to discover and characterize air, space, missile, forces, and cyber threats to enable full-spectrum multi-domain operations, drive weapon system acquisition, and inform national defense policy.

Task Orders will be awarded to perform work in and across these mission areas.

Air. Create foundational, predictive, integrated, scientific and technical intelligence analysis on the characteristics and performance of foreign military aircraft, ground and airborne radars, directed energy weapons, integrated air defense (IADS,) and the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) capabilities that connect the foreign Joint Force and empower its commanders at the tactical, operational, and strategic levels.

Space. Create foundational, predictive, integrated, scientific and technical intelligence analysis on foreign communications systems, navigation assets and warfare capabilities, Intelligence, Surveillance and

Reconnaissance (ISR) systems, and infrastructure supporting space operations to include space launch vehicle systems and facilities. This also includes counterspace analysis focusing on threats to space, foreign space object surveillance and identification (SOSI) capabilities, and operational defense counterspace support.

Cyberspace. Create foundational, predictive, integrated, scientific and technical intelligence analysis on foreign cyber threats to prevent technological surprise for air and space dominance. Provide characterization and performance of foreign capability as well as associated vulnerabilities critical to offensive cyber operations. Produce cyber threats analysis on foreign intent and doctrine as well as other threats related to forces, networks, and operations of US air and space systems.

Forces. Create foundational, predictive, integrated, scientific and technical intelligence analysis on foreign force employment, doctrine, behavioral influences, foreign denial and deception, full-spectrum campaign-level assessments, emerging and disruptive foreign technology, the foreign acquisition cycle, and threats to

DoD modernization.

Missiles. Create foundational, predictive, integrated, scientific and technical intelligence analysis on foreign strike weapons, operations, capabilities and vulnerabilities. Analyze and assess detailed external configuration; location and performance of internal components, technologies, and other subsystems;

construction techniques and materials; guidance and control systems; propulsion systems; reentry systems, countermeasures, and ground support equipment.

Instructions

1. Attached is a description of the NOVASTAR requirement and below is a Contractor

Capability Survey, which allows substantiation of your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements.

Failure to provide adequate documentation may prevent the government from being able to adequately assess your capabilities. If you lack sufficient experience in a particular area, submissions are still encouraged, but please provide details explaining how you would overcome the lack of experience/capabilities prior to a contract award in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. See 13 CFR 121.103(h) for specific rules pertaining to joint ventures.

Describe your company’s capabilities and experience in simultaneously staffing multiple (up to five) research and development teams (comprised of scientists, engineers, and/or computer programmers) to support highly technical projects in the areas of GEOINT, MASINT, SIGINT, TECHINT, OSINT, and HUMINT.

Describe your company’s ability to perform program engineering for the design, development, and maintenance of data tasking, processing, exploitation, and dissemination software and algorithms in MATLAB, Fortran, C, C++, HTML, IDL, Perl, Java and Java Script programming languages on Windows and UNIX based platforms and workstations.

18. Outline what areas are likely candidates for Small Business subcontracting, general subcontracting, or teaming arrangements. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and what percentage of small and large businesses will be utilized. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Indicate if you are interested in performing as a prime if awards are made to both large and small business with some tasks being set-aside for small business.

The response to Part I. Business Information should be single spaced, 12pt font. The response to Part II.

Capabilities should be limited to no more than 20 pages (8.5x11 inches), single spaced, 12pt font. In addition, identify a representative to support further Government inquiries and requests for clarification of the information provided. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. The Air Force will handle proprietary items in accordance with FAR 2.101 and 3.104.

The Air Force intends to hold a Pre-Solicitation Conference in the summer of 2020 for all large and small businesses interested in bidding on the NOVASTAR contract. Additionally, we will be offering

30 minute, one-on-one sessions the day after the conference. Due to the current environment, the

Government is planning for a distance conference. If a contractor wants the opportunity to meet with the Government one-on-one, please indicate which method your company would prefer.
