About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration awarded a $326,465 contract to the National Organization for Victim Advocacy (NOVA) for continued training and credentialing services for Victim Advocate Liaisons and Workplace Violence Prevention and Response staff, with the award made on August 18, 2026.
The contract runs for one 12-month base period and one 12-month option period. The award was made on a sole-source basis under FAR 13.106-1(b)(1) and Revolutionary FAR Overhaul 6.103-1 as a simplified acquisition below the simplified acquisition threshold. Market research determined NOVA as the only responsible source capable of providing nationally-recognized victim advocate credentials and equivalent services; no alternate credentialing bodies were found to duplicate NOVA's standing. Services include initial 40-hour trauma-informed training for new VALs, nationally-recognized victim advocate credentials, and monthly 2-hour continuing education sessions. VALs are required to complete 32 hours of CEUs within each two-year period. The award was issued by NOAA's Acquisition and Grants Office, Corporate Services Acquisition Division, located in Silver Spring, MD.
