About this file
This is a Single Source Determination document for a simplified acquisition procedure (SAP) contract below the simplified acquisition threshold. The Department of Commerce's NOAA Acquisition and Grants Office proposes to award a sole source contract to the National Organization of Victim Advocacy (NOVA), located at 510 King St Suite 220, Alexandria, VA 22314, for Workplace Violence Prevention and Response (WVPR) program support under requisition 140600-26-0034.
NOVA will provide training and credentialing services for NOAA's Victim Advocate Liaison (VAL) population and WVPR staff. Services include initial 40-hour trauma-informed training for new VALs to develop victim response and prevention skills, nationally-recognized victim advocate credentials, and continuing education units (CEUs) to maintain credentials. VALs are required to complete 32 hours of CEUs within a two-year period; NOVA provides monthly 2-hour evidence-based training sessions to facilitate compliance. The contract period of performance includes one 12-month base period and one 12-month option period, with a total estimated value of $330,425.00 including all options. The determination states that NOVA serves as the industry's gold standard and only responsible source capable of providing equivalent services, as market research found no alternate universally-recognized credentials or credentialing bodies that could duplicate NOVA's standing. The sole source justification is supported by the 2017 National Defense Authorization Act mandate establishing victim advocacy capacity for NOAA's sexual assault program.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
Requisition: 140600-26-0034
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Corporate Services Acquisition Division, proposes to enter into a contract on the basis of other than full and open competition in support of the Deputy Undersecretary of Operations’ (DUSO) Congressionally-mandated Workplace Violence Prevention and Response (WVPR) program.
2. Description of supplies or services required to meet agency needs (including the estimated value). WVPR seeks to secure continued training and credentialing services for our Victim Advocate Liaison (VAL) population and WVPR staff through a sole source contract with National Organization of Victim Advocacy (NOVA). NOVA will continue to provide new VALs with the required 40-hour training to attain the response and prevention trauma-informed skills to provide victim services as specified in the above public law. Additionally, NOVA will continue to provide the nationally-recognized victim advocate credential required to perform victim advocacy for the NOAA population. To maintain their credential, VALs must take 32-hours of Continuing Education Units (CEU) within a two-year period. To assist in meeting this requirement, NOVA provides NOAA VALs monthly 2-hour evidence-based training that allows VALs to meet their CEU.
The anticipated period of performance includes one 12-month base period and one 12-month option periods.
The total estimated value, including all options, is $330,425.00.
3. Identification of the single source or the brand name to be solicited.
National Organization of Victim Advocacy (NOVA) 510 King St Suite 220 Alexandria, VA 22314
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Other- Only one source is capable -41 U.S.C.3304 (a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements agency requirements.
Pursuant to the authority of FAR 13.106-1(b), only one responsible source National Organization of Victim Advocacy (NOVA). This organization serves as the industry’s gold standard in providing initial and ongoing required training these services to organizations with Congressionally-mandated Sexual Assault programming, e.g., Department of War, National Science Foundation, Peace Corps, etc. The contract will align with the 2017 National Defense Authorization Act (NDAA) (33 U.S.C.
894a(c)specifically) mandate that established victim advocacy with the NOAA sexual assault capacity.
5. Market Research.
The Program Office researched any changes to the industry, e.g., acceptance of a new universally-recognized credential vice NACP, since the last contract award and no alternate credential or
140600-26-0034 credentialing body were found. While there are other contractors who can conduct trauma-informed care and crisis management trainings, no other organizations could duplicate or exceed the NACP’s recognition that credential holders are well trained (40-hour program) and meet the continuing education units and other verification necessary to renew and maintain one’s credential. Due to the uniqueness of NOVA and its positioning as the industry’s recognized gold standard, market research did not uncover any other contractors capable of providing the equivalent services.
