About this opportunity
The Securities and Exchange Commission (SEC) has published a Special Notice announcing its intent to award a sole source purchase order to CRISIL IREVNA US LLC for subscription to proprietary market structure and technology research. The SEC plans to use FAR Part 13.501(a) procedures to award this fixed-price contract, which covers research and data in fixed income, equities, market data, and analytics areas. The agency has determined that CRISIL's proprietary content is the only source that fully meets their requirements, making it impossible for other vendors to satisfy this need. The total estimated contract value falls below the dollar threshold specified in FAR 13.5 for the Test Program for Certain Commercial Items. The anticipated award date is September 4, 2025.
The primary purpose of this notice is to inform the contracting community of the SEC's sole source procurement intention while providing an opportunity for other interested parties to express their capabilities. The contract structure includes a base year and four option years for the subscription service. Although this is not a competitive solicitation and no competitive request for proposals will be issued, the government will consider responses from parties who can demonstrate their interest and capability to meet the requirement by the August 4, 2025 response deadline. Contractors wishing to participate must identify their specific capabilities and submit proposals by this date. The notice emphasizes that only parties capable of providing equivalent proprietary research and data should respond, given the specialized nature of CRISIL's market structure and technology research offerings.
